Safety, Security & Reporting

Safety and security are top priorities at YYB North Bay Jack Garland Airport. With hundreds of people travelling through and working at the airport each day, YYB is committed to maintaining a safe, secure, and accessible environment for passengers, tenants, employees, and the community.

The airport operates an airport-wide Safety Management System (SMS) and Security Program focused on proactive risk management, incident reporting, and continuous improvement.

Report a Safety, Security, or Facility Concern

If you observe or experience any of the following, please report it to Airport Management:

  • safety or security incidents or observations
  • accessibility issues or suggestions
  • health and safety concerns
  • building or facility deficiencies

For urgent or immediate concerns, please call Airport Security first before submitting a report.

Restricted Area Pass (RAP)

A Restricted Area Pass (RAP) is required for anyone working within restricted areas of the airport. A RAP is also mandatory for all holders of an Airside Vehicle Operator Permit (AVOP).

RAPs are federally regulated and include:

  • A completed application
  • Police Records Check (PRC)
  • Security Awareness briefing

Airside Vehicle Operator Permit (AVOP)

An AVOP may be required for employees or tenants who operate vehicles airside.

Permit types include:

  • DX AVOP – Operating on any Aircraft Manoeuvring Area
  • D AVOP – Operating on aprons and crossing Runway 36 (Please use the DX AVOP manual for studying)
  • DA AVOP – Operating on an apron only
  • Operating only within Tenant Restricted Areas - AVOP issued by designated tenants

Access Control: Keys, Cards & Fobs

Employees, tenants, or contractors requiring access to airside or restricted areas may request access keys, cards, or fobs.

  • Access may be temporary (with a defined return date) or permanent (for the duration of employment or contracted work)
  • Where keys cannot be issued, a security escort may be arranged
